What You’ll Do

This is a management-level position responsible for managing, directing, coordinating, and participating in the City’s general accounting functions. The position will play a key role in automating and improving financial management systems and procedures and may provide support in the development and implementation of accounting, auditing, budgeting, payroll, and internal control activities. This position directly reports to the Finance Director and is a member of the management team that sets the direction for the department. Additionally, this position will manage, direct, coordinate and participate in the City's general accounting functions; to provide internal accounting and budgetary controls; to coordinate the annual audits; to provide highly technical staff assistance to the Finance Director; and to do related work as required. 

Some duties may include: 

  • Act as primary liaison for annual City audit; prepare and provide supporting documentation; ensure that audit is scheduled and completed in a timely manner
  • Recommend goals and objectives; assist in the development of and implement policies and procedures relating to accounting, auditing, and internal control activities
  • Plan, assign, schedule, and review the work of assigned personnel
  • May support in directing the technical accounting aspects of the preparation and processing of accounts payable
  • Establish and maintain journals, ledgers, and supporting financial records; supervise the maintenance of the General Ledger; supervise the recording of all revenue, encumbrances, and disbursements
  • Develop and administer accounting computer systems as necessary to comply with accounting procedures, laws, ordinances, and other regulations
  • Review, develop, and modify accounting methods and internal auditing controls to improve effectiveness of existing procedures, and to ensure conformance with existing policies
  • Lead and mentor the members of your staff and contribute to their professional development

Who You Are

  • You possess knowledge of principles, methods and practices of municipal finance, budgeting, accounting and fiscal operations and record keeping; general and municipal accounting and auditing principles and practices, including Generally Accepted Accounting Principles (GAAP); principles of supervision, training and performance evaluation; principles of financial administration, including budgeting and reporting; applicable laws, regulations, public finance and fiscal operations; organization, procedures and operating details of the Department; and modern office practices, procedures, methods and equipment.
  • You possess the ability to analyze and interpret financial and accounting records; examine, prepare and verify financial statements, reports and documents; prepare complex financial statements, reports and analyses; develop and implement modified and new accounting procedures and systems; supervise, train and evaluate assigned personnel; establish and maintain cooperative working relationships with those contacted in the course of work; and interpret and apply rules and regulations regarding accounting and auditing practices.

 

What You Bring

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • You possess five years of increasingly responsible experience in accounting or auditing work, including two years in a supervisory capacity.
  • You possess a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, or related field.

  • Experience working in municipal accounting
  • Supervisory experience

  • Salary: $11,048.87 - $13,179.33 /month
  • Housing allowance:  $200/month

  • This classification is represented by the San Mateo Management Association Unit. For more information, please refer to the Management Association’s Benefits Summary effective September 2024.
  • CalPERS retirement 2% @ 55 for classic members; 2% @ 62 for new members.  Classic employees contribute 8.34% to CalPERS and New members contribute 7.5% to CalPERS effective 7/6/2024.
  • City contribution of 1.5% of base salary to a 457 Deferred Compensation Plan, and a 1.0% match to the Employee’s voluntary contribution.

  • The City contributes 0.25% of base salary to a Retiree Health Savings Account.

Examination Process
